Emfuleni Municipality launches a Revenue Enhancement Campaign

The Emfuleni Municipality moved to launch its Revenue Enhancement Campaign in Bophelong on 09 April 2008. The campaign aimed at encouraging ratepayers to pay their municipal accounts at a public meeting that was addressed by the Executive Mayor, Councillor Dikeledi Tsotetsi and the MMC for finance, Councillor Nkapu Ranake.

The Executive Mayor said that the campaign was an effort to meet communities half way. “Those who come forward and make arrangements to pay their account will be assisted” she said. She further mentioned that the incentive package consist of 50% write off for cash payment of all outstanding debt, entering into an arrangement where

after six consecutive monthly payments the municipality will write off one rand for every rand that ratepayers pay from the seventh month. This package applies exclusively to all residential properties.

The municipality will also be acting against those who default on their municipal accounts. One of the mechanisms that will be implemented will be that of garnishing defaulters. Those who can afford to pay and fail to do so will be negatively affected if they do not make the necessary arrangements. The Municipal debt currently stands at R2, 3 billion.

In his presentation, the Chief Financial Officer indicated that between August and September 2006 the mass reapplication for the indigent was successfully carried. He said the Municipality received 39 000 applications of which 27 000 have been verified and accepted. The outstanding figure of 12 000 will still need to be verified.

He however sounded a warning that only qualifying ratepayers will be considered and those who do not quality will be excluded. Ward Committee have also been brought on board to assist with the verification process. He further indicated that R580million debt was written off in June 2007 as part of this process.
To qualify as indigents ratepayers need to meet a criteria consisting of the following:
  • Household income of less than two state pensions or R1 880.00
  • Have a valid municipal account
  • Child headed families
  • An affidavit declaring ratepayer’s financial position
  • Copy of ID document

Applicants, for indigence programme, are advised to approach their nearest Social Workers or Ward Councillor as soon as possible.
