Section 15 of the Local Government: Systems Act, Act No. 32 of 2000, provides that a municipality must compile and maintain in bound or loose-leaf form, and when feasible also in electronic format, a compilation of all its by-laws, including any provisions incorporated by reference as by-laws of the municipality. The compilation of such by-laws shall be known as the Municipal Code. The section further provides that such code must be constantly updated and kept at the municipality’s head office as the municipality’s official record of all applicable by-laws.

For the purposes of creating the municipal code, the under-mentioned by-laws need to be categorized into specific fields of delivery and the following is proposed:

1. Municipal Health Category

by-laws on keeping of animals
Fumigation by-laws
Swimming pool by-laws
Noise by-laws
Milk by-laws and
Other by-laws to be identified, if any.

2. Town Planning and Building Category

Veereniging Town Planning Scheme
Vanderbijlpark Town Planning Scheme
Building by-laws (Regulated by the National Building regulations)
Township establishment & town planning regulations
Aerial systems by-laws
Control of street projection by-laws
Standard Street and Miscellaneous by-laws
Advertisement signs by-laws and
Other by-laws to be identified, if any.

3. Environmental Category

Solid Waste Management bylaw
Control of Hazardous Substance by-laws
by-laws on Pollution
Parks by-laws and
Other by-laws to be identified, if any

4. Municipal Delivery Services Category

Credit Control and Debt Collection by-laws
Electricity by-laws
Water and Sanitation by-laws
Library by-laws
Standing Orders by-laws
Cemetery and Cremation by-laws and
Other by-laws to be identified, if any.

5. Community Safety Category

Fire and Rescue Services by-laws
Fireworks by-laws
Traffic by-laws and
Other by-laws to be identified, if any
